Copyright
Submission is a representation that the manuscript has not been published previously and is not currently under consideration for publication elsewhere. A statement transferring copyright from the authors (or their employers, if they hold the copyright) to the Council on Employee Responsibilities and Rights (CERR) is required. A transfer-of-copyright form will be sent to each author for signing and returning to CERR. Such a written transfer of copyright, which previously was assumed to be implicit in the act of submitting a manuscript, is necessary under the U.S. Copyright Law in order for the publisher to carry through the dissemination of research results and reviews as widely and effectively as possible.
Manuscript Style
Type double-spaced using generous (1 to 1½ inch) margins on all sides. Number all pages in the upper right-hand corner, with the title page being page 1. Type (double-spaced) lengthy (block) quotations at a width narrower than regular text.
A title page is to be provided and should include the title of the article, author's name (no degrees), and each author's affiliation, telephone and fax numbers, and e-mail address. The affiliation should comprise the department, institution (usually university or company), city, and state (or nation) and should be typed as a footnote to the author's name. For office purposes, the title page should also include the complete mailing address, telephone number, and e-mail address of the contact author.\
An abstract is to be provided, preferably no longer than 100-150 words
A list of 4-5 key words is to be provided directly below the abstract. Key words should express the precise content of the manuscript, as they are used for indexing purposes.
Figures (photographs, drawings, diagrams, and charts) are to be numbered in one consecutive series of Arabic numerals, and each cited in numerical order in the text. Photographs should be high-contrast and drawing should be dark, sharp, and clear. Artwork for each figure should be provided on a separate page. Each figure should have an accompanying caption. The captions for illustrations should be listed on a separate page.
Tables should be numbered (with Arabic numerals) and each referred to by number in the text. Each table should be typed double spaced on a separate page and placed in order at the end of the manuscript. Center a brief explanatory title above the table, and type explanatory footnotes (indicated by superscript lowercase letters) below the table, such as probability levels for tests of significance. Each column should carry a heading.
References
List references alphabetically at the end of the paper and refer to them in the text by name and year in parentheses. References generally include (in this order):
last names and initials of all authors
year published
title of article
name of publication
volume number
issue number (when appropriate)
inclusive pages.
The style and punctuation of the references should conform to strict APA style, illustrated by the following examples:

Legal materials should be cited according to A Uniform System of Citation, published by the Harvard Law Review Association. In text, court cases are cited by name of case (underlined) and year of decision, and statutes by name of act and year introduced. Reference list entries should conform to the following example:

Footnotes should be avoided. When their use is absolutely necessary, footnotes should be numbered consecutively using Arabic numerals and should be typed at the bottom of the page to which they refer. Place a line above the footnote, so that it is set off from the text. Use the appropriate superscript numeral for citation in the text
In general, the journal follows the recommendations of the 2001 Publication Manual of the American Psycho logical Association (Fifth Edition), and it is suggested that contributors refer to this publication. For formal guidelines on legal style, refer to A Uniform System of Citation from the Harvard Law Review Association.

It is the policy of CERR to own the copyright of all contributions it publishes. To comply with U.S. Copyright Law, authors are required to sign a copyright transfer form before publication. This form returns to authors and their employers full rights to reuse their material for their own purposes. Authors must submit a signed copy of this form with their manuscript.
